1. Talk to the teacher (prt_in 46, 110) inside the Prontera building. Choose Talk and she’ll tell you the items that she needs to make the PhD Hat. Give her the ingredients and she’ll make it for you.

I’m sorry, but I’d rather use my Illusion flower in other Ragnarok quest than to make a phD Hat. It only adds defense +3 and can be worn by every job except novices. But who wears and buy this in the game anyway.
